T. Reed Stephens is a partner in the law firm of McDermott Will & Emery LLP based in its Washington, D.C. office. A member of both the Firm's Health Law Department and Trial Department, Reed represents clients primarily in the pharmaceutical industry, including large drug manufacturers, wholesalers, and health care systems. In addition to representing clients in matters involving government law enforcement, Reed advises clients on mergers & acquisitions, public policy and legislative matters, and on the regulatory compliance of client business arrangements.
Reed is a nationally recognized expert in the pharmaceutical fraud and abuse and corporate compliance area - speaking frequently to private industry at conferences on a wide range of topics, including the federal Civil False Claims Act, the federal and state anti-kickback laws, off-label drug usage and the development and implementation of health care corporate compliance programs.
A former attorney with the Department of Justice, he was lead or co-lead counsel in more than 60 investigations, the majority involving allegations of health care fraud perpetrated against various government agencies.
Reed was lead/co-lead counsel in more than a dozen fraud matters that resulted in multi-million dollar recoveries to the United States. He was also lead counsel in significant non-health care government contract fraud matters involving the Department of Defense.
Reed also clerked for the Honorable Clifford Scott Green of the United States District Court for the Eastern District of Pennsylvania. Following his clerkship, he worked as an associate in the securities and white-collar defense litigation department of a large Washington, D.C. law firm.
Prior to joining McDermott, Reed was a partner in a large Washington, D.C. law firm, where he practiced in the Firm's national litigation and business regulation practice. Reed handled matters in litigation, regulatory compliance, public policy and transactional work.
Reed was named to the Nightingale's Healthcare News' list of Outstanding Healthcare Litigators - 2006.
Reed is a member of the American Bar Association, Health Law Section, D.C. Bar Association, American Inns of Court, Edward Bennett Williams Chapter, Washington, D.C., and the American Health Lawyers Association. While at Stanford, Reed was a member of the Articles Board of the Stanford Law Review.
Reed is admitted to practice in the District of Columbia and Pennsylvania.
