Richard`s practice focuses on the representation of clients before the Federal Energy Regulatory Commission, and he has expertise in all areas of energy regulatory law. He has represented natural gas pipelines and other energy companies before FERC (and its predecessor agency) for more than 25 years and appeared on their behalf in numerous cases before the US Courts of Appeals, the Supreme Court of the United States, and various federal district and state courts. Richard has been principal counsel for clients in proceedings involving major contested rate increase proposals, construction projects, enforcement claims, import and export proposals, and a variety of other matters. He has also assisted energy clients in matters before the Department of Energy and in connection with complex energy transactions.
