Rob Spring is a partner in the Global Corporate Department at Milbank, Tweed, Hadley & McCloy LLP. He has a broad-based general corporate practice, including work in the mergers and acquisitions and private equity/joint venture areas, as well as in the infrastructure/project finance and securitization fields.
His specific experience includes work on behalf of American International Group in connection with its investment activities, including managed funds; work with the members of the Cisneros Group of Companies, including in connection with their interest in DirecTV in Latin America and work with various banking institutions on structured finance and collateralized debt obligation transactions. He represented the placement agents in connection with the privatization of the Santiago, Chile, Airport and financing parties on the OCENSA pipeline project in Colombia. He served as counsel to the Dulles Toll Road Extension Project outside Leesburg, Virginia, to the E-470 Authority in Denver, Colorado (principally in the negotiation of the design/build contract relating to the construction of the E-470 project), as well as underwriters' counsel to other projects in Latin America and China.
Mr. Spring is a member of the Board of National Defense University which has oversight responsibility for the National War College, the Joint Forces Staff College and the Industrial College of the Armed Forces, among other entities.
Mr. Spring has also worked (through trade groups and others) on various legislative initiatives in the privatization area. Mr. Spring served as General Counsel to the Infrastructure Investment Commission, a Congressionally appointed commission studying ways to facilitate domestic infrastructure finance, and worked with interested parties in Congress on legislation introduced to implement those recommendations.
Mr. Spring received his undergraduate degree from Williams College and his law degree from Duke University School of Law. |
