Bob practices primarily in the areas of public finance and public law. He serves as bond and underwriter�s counsel for revenue bonds, general obligation bonds, industrial development and tax increment financing revenue bonds, lease certificates of participation, student loan financings and asset backed securitizations. In the area of public law, Bob handles special assessment proceedings, delinquent tax lien sales, municipal charter amendments, local government investment policies and municipal income tax ordinances and regulations. He also has been the draftsperson on several pieces of state legislation affecting the workings of Ohio�s local governments, including legislation authorizing the negotiated sale of delinquent real property tax liens by county treasurers. Because of nine years of public sector finance and management experience, Bob brings to his public law and finance practice a unique understanding of the issues facing public officials. He is a frequent lecturer at programs presented by the Ohio Municipal League and the Ohio Municipal Attorneys� Association. Bob is a member of the National Association of Bond Lawyers, Ohio Government Finance Officers Association, Municipal Finance Officers Association of Northeast Ohio, and American, Ohio and Cleveland Bar Associations. Prior to beginning his practice of law, Bob worked in the public sector for nine years. During that time, he served as the chief deputy county auditor for Cuyahoga County before becoming finance director for the City of Cleveland Heights. He began his tenure with Calfee in 1989. |
