As Chairman of the Board and Chief Executive Officer of System Planning Corporation, a company he founded in 1970, Dr. Easley is responsible for establishing and promoting corporate policies and standards for in-house research. He participates in research conducted for the Office of the Secretary of Defense (OSD) and directs the planning effort that provides a framework for the DoD to develop a long-range investment strategy aimed at the orderly development and procurement of weapons systems to meet national security requirements within budgetary constraints. Dr. Easley also provides advice to principals of the national security community and has served as chairman of the OSD Defense Security Board panels on treaty verification and nonnuclear missile defense. Dr. Easley has over 30 years of engineering and management experience within the government/defense community. An expert in the areas of strategic systems and policy analysis, program management, arms control, and treaty verification, Dr. Easley has provided direction and support of national strategic policy to many of the defense and technologies industry's key players, including the OSD, DoD, White House, National Security Council, State Department, CIA, and Office of the Director of Defense Research and Engineering (ODDR&E). His expertise in the field of physics led him to assignments with the Stanford Research Institute, the Army Guided Missile Agency at Redstone Arsenal, AL, and the Hughes Aircraft Company where he was instrumental in the development of the Falcon/F-102 and F-106 missile fire control systems. Dr. Easley holds a bachelor's degree in physics from the University of Illinois, a master's degree in physics from MIT, and a doctorate in physics from the University of Alabama.
