Current responsibility
Roscoe is a principal and consulting actuary with the Albany office of Milliman. He has primary consulting responsibility for numerous clients, including single employer and multiemployer plans, providing retirement and retiree health benefits.
Roscoe�s consulting activities include the design, valuation, and administration of retirement programs.
Experience
Roscoe serves as enrolled actuary for numerous multiemployer pension funds, primarily in the construction and healthcare industries. Roscoe helped funds consider prudent benefit improvements as a result of over-funding during the stock market boom of the 1990s and address the subsequent difficulties of market volatility.
Roscoe serves several hospitals in upstate New York as actuary and consultant. He has coordinated the production of several hospital retirement plan surveys and worked with hospitals in analyzing benefit trends to address recruiting, retention, and financial issues as they relate to the benefit package.
Roscoe�s FAS 106 and GASB 45 retiree medical plan clients include counties, school districts, colleges, municipalities, authorities, and corporations.
Roscoe worked for the Albany office of Altman & Brown, Inc. (subsequently Fleet/Norstar Employee Benefit Services) beginning in 1984, until the actuarial division became part of Milliman in 1991.
He previously held consulting and actuarial positions with National Associates, Inc. in Los Angeles, and Dan McGinn and Associates, Inc. in Anaheim, Calif.
